WordPress URI v. Blog URI

I believe there is a circumstance where it should be different and which is not listed on the page. If you have a SSL certificate for your site and have your WordPress admin set to being served via SSL but want the public site to be viewed via just HTTP, you should have the WordPress URL set to 'https://mysite.com', but the blog URL set to 'http://mysite.com'.
