I reverted your edit on Function Reference/get stylesheet uri page. It's not necessary to escape this URL. WP is generating safe URLs. If for some reason it were not (for example if you discover a security issue), then it should be reported as a bug/security issue to be fixed in a release, so the functions could add appropriate escaping earlier on. If users have to escape URLs generated by WP, that would indeed be a problem.
