Отключить можно добавив в файл functions.php Вашей активной темы такие строчки:
в записях
remove_filter('the_content', 'wptexturize');
в анонсах
remove_filter('the_excerpt', 'wptexturize');
в комментариях
remove_filter('comment_text', 'wptexturize');
