Accessibility

Is there anything we can say about accessibility and theme development in a checklist format? I've bumped in to some simple things, like "if you use a background image, be sure that background colors are also set appropriately so that if the user has images turned off things are still legible." But I'm no expert.

There is more information at Accessibility, though that page is still marked as in need of edits, and there are a few themes that are advertised as "accessible."

Or is this whole question beyond the scope of the Codex?

This should be revised to better document security, licensing, and other issues that reviewers also consider. More details about what issues block themes from being made available in the directory should also be documented.
