If you are in a situation where you deleted your old .htaccess files during an upgrade, but cannot find one in the WordPress download and do not have a backup, you can recreate one by going to the Permalinks Options SubPanel and clicking on Update Permalink Structure.
Note that this will only recreate a stock WordPress .htaccess file, any previous modifications done by you will not be recreated.
