You were asking why cdn77.com was blocked from the codex. The reason is because the account was making too many link-only edits to codex articles, which we consider spam. We don't mind helpful links being added to our articles occasionally, but we generally prefer to have some of the information added to the article itself. That way the user doesn't have to run all over the web in order to find what they are looking for. The goal of the codex is to give users the information that they need about a topic, not just to be a hub sending them elsewhere. So we don't object to the occasionally tastefully added link as a part of more extensive edits, but we block accounts that are just going to add links to the codex without actually contributing anything else of value.
