A "Theme Switcher" is a plugin or utility that allows the "user" or visitor (not Administrator - though they can use it as a visitor on their site, so to speak) to change the look of the site. This happens by choice or by the Administrator's choice and use of the Theme Switching plugin or utility they use which may change the look of the site with every page refresh (annoying but popular with young people).
The article may address the easy way of changing themes within the Administration Panels, but it's purpose is to describe the use of Theme Switching plugins and utilities. Here are some points to consider:
